Meghalaya Cabinet Accepts MeECL Inquiry Report, Directs Power Department to Implement Recommendations

 Meghalaya Cabinet has accepted the Independent Inquiry Committee’s report into allegations surrounding procurement, AT&C losses, and human resource management of MeECL and its three subsidiaries. Chief Minister Conrad Sangma told Media persons after chairing a cabinet meeting, the Cabinet directed the Power Department to ensure that all steps are taken to implement the recommendations and announced that the report will be made public on the official website in the coming days.

Alongside this critical move on power sector accountability, the Cabinet approved sweeping amendments to the Meghalaya Excise (Amendment) Rules, 2025, including reclassification of IMFL brands, introduction of a General Brand category, revision of ad valorem on beer, and new provisions to restructure pricing. The reforms are aimed at aligning Meghalaya’s excise structure with neighboring states and are projected to yield an additional ₹90 crore in revenue.

The Cabinet also cleared amendments to the Meghalaya Electronics Processes (Issuance, Service and Execution) Rules, 2025. These adjustments are primarily legal and procedural, ensuring compliance with central provisions and updating nomenclature without introducing substantive changes.

In a move to strengthen statutory institutions, the Cabinet approved the appointment of retired Chief Secretary D.P. Wahlang as Chairman of the Meghalaya State Food Commission and Dr. Mihshwa Tyngkan as Member, reinforcing oversight on food rights and entitlements in the state.

The day’s decisions signal the government’s attempt to combine fiscal reforms with administrative accountability, as the MeECL inquiry report is expected to generate political ripples once it enters the public domain.
