SSA teachers felicitate CM as structured pay reform signals shift in contractual education workforce policy


Shillong, May 1: In a development that reflects a broader national push towards formalising contractual teaching roles and strengthening service conditions in the education sector, SSA teachers in Meghalaya on Friday felicitated Chief Minister Conrad K Sangma following the State government’s rollout of the Structured Pay Framework (SPF), a move positioned as a milestone in ensuring financial stability and service protection for thousands of educators engaged under centrally sponsored schemes.
The felicitation, organised by the Meghalaya SSA Schools Association Central Body and the Meghalaya 4th Teachers Association, brought together senior members of the State Cabinet and top education officials, underscoring the political and administrative significance of the reform at a time when several States are grappling with demands from contractual and scheme-based teachers for parity and job security.
Speaking at the programme, Conrad K Sangma acknowledged the prolonged struggle of SSA and 4th teachers, stating, “You have gone through a lot of pain, sacrifices and struggle but I am happy that I could be a part of this journey from 2016 when I was a Member of Parliament till today when we are able to come to some kind of solution to ensure that the services given by our teachers is recognised and the dignity and the financial stability that you deserve is given to you.”
He emphasised the complexity of the issue, noting that the resolution was achieved through sustained engagement and collective effort. “I also thank the Meghalaya SSA Schools Associations and 4th Teachers Association whose commitment, perseverance and dedication have borne successful results,” he said.
Highlighting the implementation of the SPF with effect from April 1, 2026, the Chief Minister described it as a decisive intervention aimed at enhancing social and financial security while institutionalising fairness and dignity in service conditions. He termed the reform one of the most fulfilling achievements of his public life, stating, “Today seeing the smiles on your faces is surely a truly satisfying for we are able to serve and make the difference in your lives,” and urged teachers to prioritise students in every decision, adding that education remains a key driver of transformative growth in the State.
Deputy Chief Minister Prestone Tynsong, Education Minister Lahkmen Rymbui, Tourism Minister Timothy D Shira, Arts and Culture Minister Shanbor Shullai, MLA C Lyngdoh, and Commissioner and Secretary, Education, Vijay Mantri, were present along with officials of the Education Department, marking the occasion as a significant policy moment in Meghalaya’s evolving education governance framework.
