More than 2.24 lakh electors in Meghalaya have been identified under the “No Mapping” category during the ongoing Special Intensive Revision (SIR) of the electoral rolls, requiring detailed verification during the claims and objections phase, Chief Electoral Officer B.D.R. Tiwari said after holding a meeting with representatives of eight recognised national and State political parties on Tuesday. The exercise has also identified 1.49 lakh electors under the absent, shifted, death and duplicate (ASDD) category, while the State has achieved 99.62% distribution and 96.95% digitisation of Enumeration Forms, marking the final stage of the revision exercise before the publication of the draft electoral roll on August 5.
Reviewing the progress of the Special Intensive Revision, Tiwari said 23,40,764 Enumeration Forms have been distributed out of the total electorate of 23,49,645, translating to 99.62% coverage, while 22,78,071 forms have been digitised, accounting for 96.95% of the electorate. The meeting reviewed the status of Enumeration Form distribution and digitisation, verification of ASDD cases and other field-level activities, with political parties urged to continue extending full cooperation to ensure that every eligible elector is covered before the revision exercise concludes.
Talking to Media persons, Dr. Tiwari said, “Around 2,24,435 electoral around 9.55 percent electoral have been identified under no mapping categories, neither their names were found in 2005 SIR, nor their Parents and grand parents names were found so this category of people require further verification during claim and objection phase.”
He Further said, “So total 1,49,656 electors constituting 6.37 percent of the total electorate have been identified in the absent, shifted, death and duplicate category, which includes 74,851 dead electors, 37,914 shifted electors, 28,826 absent electors, 5,899 duplicate entries and 2,166 electors who refused to submit the enumeration forms. All these cases will be processed strictly in accordance to the provision of Registration of Electoral Rule 1960. After due verification following the prescribed seizure and providing adequate opportunity to the concern electors, or the family members wherever applicable.”
According to the district-wise status, Ri-Bhoi recorded the highest proportion of “No Mapping” electors at 23.45%, followed by East Khasi Hills (12.64%), West Jaintia Hills (9.76%), West Khasi Hills (9.59%) and East Garo Hills (4.84%). East Khasi Hills also accounted for the highest number of ASDD cases at 49,778, followed by West Garo Hills with 26,864.
The Chief Electoral Officer appreciated the active participation and constructive suggestions received from recognised political parties during the Special Intensive Revision and acknowledged the role played by Booth Level Agents (BLAs) in assisting electors, facilitating verification and ensuring transparency throughout the exercise. He said the Election Department has been conducting regular review meetings and weekly video conferences with District Election Officers (DEOs), Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs) to monitor progress, address field-level issues and ensure that all activities are completed within the timeline prescribed by the Election Commission of India.
The Election Commission has fixed July 29 as the deadline for submission of Enumeration Forms. Electors who fail to submit their duly filled forms within the prescribed timeline will not have their names included in the draft electoral roll scheduled to be published on August 5, 2026. Voters have been advised to submit their forms through their Booth Level Officers (BLOs) or online using the ECINET application and the Voters’ Service Portal.
