SHILLONG: The Hynñiewtrep Integrated Territorial Organisation (HITO) on Thursday lodged a formal complaint with the Meghalaya State Pollution Control Board (MSPCB), seeking an immediate inquiry into alleged air pollution and environmental violations by R N B Cement Pvt. Ltd. at Umiam in Ri Bhoi district. Alleging that the cement plant is emitting clinker dust and thick smoke into the atmosphere, the organisation urged the pollution watchdog to investigate the unit’s compliance with environmental laws and initiate legal action if violations are established.
“On behalf of the Hynñiewtrep Integrated Territorial Organisation (HITO), we wish to lodge a formal complaint regarding the alleged air pollution and environmental violations by R N B Cement Pvt. Ltd., located at Umiam, Ri Bhoi District, Meghalaya,” HITO stated in its representation to the Member Secretary of the Meghalaya State Pollution Control Board.
“It has come to our notice that the factory is allegedly emitting substantial quantities of clinker dust and thick smoke into the surrounding environment. We are particularly concerned that, on several occasions, the emissions appear to be escaping from areas other than the designated chimney or stack, resulting in the uncontrolled release of smoke and particulate matter into the atmosphere,” HITO alleged.
“Such emissions have reportedly raised serious concerns among nearby residents, who fear adverse effects on public health, agricultural activities, and the surrounding environment. The continuous release of clinker dust and thick smoke may affect air quality and could pose risks to vulnerable groups, including children, the elderly, and individuals with respiratory illnesses,” the organisation said.
“Conduct an immediate and thorough inspection of the factory,” the statement said adding, “Verify whether the unit is operating in compliance with the provisions of the Air (Prevention and Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986, and all applicable environmental regulations and consent conditions.”
“Examine whether emissions are being released through unauthorised points instead of the approved chimney or pollution control system,” It stated.
“Assess the effectiveness and operational status of the factory’s air pollution control equipment…
Direct the company to take immediate corrective measures if any violations are found and initiate appropriate action in accordance with the law and Monitor the ambient air quality in the surrounding villages and make the findings available to the public as per applicable procedures,” HITO urged the Meghalaya State Pollution Control Board.
“HITO believes that industrial development should always be balanced with environmental protection and the health and well-being of local communities. We therefore request that your office treat this matter as urgent and take prompt action to prevent further environmental degradation,” the organisation said.
“We shall be grateful if an appropriate inquiry is initiated at the earliest, and we look forward to being informed of the action taken on this complaint,” HITO added.
